  19. <p>     U.S. intelligence is making a crash effort to discover the
  20. roots of an alleged plot to assassinate former President Bush
  21. during his triumphant visit to Kuwait last month. Kuwaiti
  22. officials have arrested 16 people, including 11 Iraqi nationals,
  23. and have seized high-tech equipment and hundreds of pounds of
  24. explosives. According to the Washington Post, Kuwaiti officials
  25. say three attempts were planned, first a remote-controlled car
  26. bomb set to detonate as Bush arrived at Kuwait City, a second
  27. car bomb near a theater where Bush received an honorary
  28. doctorate, and last, a suicide attack by a man wrapped in
  29. explosives. Clinton Administration officials are debating how
  30. to retaliate if firm evidence traces the plot to Baghdad. One
  31. option: air strikes.
